Howard Webb must take action after Aston Villa were denied a clear penalty against Nottingham Forest on Saturday, Keith Hackett has said.
The Villans left the City Ground with a 2-1 defeat on 14 December, but Morgan Rogers was somehow denied a penalty after a clear pull by Elliot Anderson.
Hackett insists the PGMOL and Webb must sort out the “mess” surrounding the law after VAR deemed it to be fleeting contact, something he called “nonsense.”
Speaking exclusively to Villa News, the ex-PGMOL chief could not believe his eyes as the incident went unpunished at the City Ground.
“This is a clear holding offence that impacts on the attacking player,” he said.
“A penalty kick should have been awarded.
“To say that the holding offence did not impact on the player is abject nonsense. The referee Sam Barrot should have been sent to the screen to have a second look.

“Frankly the PGMOL under the leadership of Howard Webb needs to sort out the mess on holding that is continually going unpunished.
“We are seeing ‘Rugby’ at set pieces and this incident highlights where law interpretation by the PGMOL referees is wrong.”
Rogers was once again unplayable at times against Forest, and that was clear as he skinned Anderson only to be clearly dragged to the ground.
Described as fleeting contact, the Forest midfielder held the attacker for metres as he ran into the box, which immediately goes against what the PGMOL have said.
Unai Emery will not be happy, as this could have been the difference between a win and a loss.
